I own an Android PC and if I try to play a vertical game, it forces the game to be horizontal and it ends so zoomed in you can't actually see anything.

Is there any app or whatever I could use to get a vertical app to display vertically so they're actually usuable? Even if there's black bars or whatever I am just curious if it's possible, at all.

Try Rotation Control. Not sure if it'll work on your PC, but it works on phones and tablets to force apps to run in landscape or vertical. Note that it won't work on all apps, but give it a try and see if it works for apps you use.
