How to connect to wifi without going into settings?

Oh my children's phones I have the settings locked (via app lock) to prevent unwanted to changes to the phone. However I can not figure out a way to have the ability to still connect to a wifi network with out going into the overall settings. Is there a shortcut to put on the home screen, or a separate app that allows you to connect. I would this would be a rather simple task but I have not been able to figure this one out.

Usually there are toggles in the notification pull-down.

That is correct, however one you long press to connect it will technically be in the settings. In the drop down menu you can only turn on and off. I tested to confirm.

Usually, the only time you need to go into the settings is to connect to a new wifi network. Connections to previous networks (like home, work, school) should be remembered and just automatically connect without going to the settings.
