Blurry pictures happen for any of three reasons.

1. Missed focus. You and/or your camera picked the wrong object to focus on. Or maybe your focus system was set to still objects instead of moving objects. Cell phones and point-n-shot cameras often have problems here with moving subjects.

2. Your hands are shaky. This can be improved by supporting your camera on a monopod, tripod, wall, table, etc. The common "chicken wing" holding style is a common cause. Alternatively, you can increase your shutter speed, which may require you increasing your ISO.

3. Your subjects are moving. The only fix here is to increase the shutter speed, which usually requires you to increase your ISO.
A walking child probably needs a shutter speed of 1/125 or faster. High school sports often are in the 1/500 to 1/1000 range. Adult games are usually in the 1/800 to 1/1200 range.

Turning on the flash may or may not help any of these, and may introduce other image quality problems.
