Why won't my alcatel one touch idol 3 charge?

It has been doing this for almost a week now. I plug it in, and the little LED indicator in the corner lights up, the phone vibrates, and the screen turns on. Then the LED turns off, the phone stops charging, and then the LED indicator turns on again. The result is a cycle of on-again, off-again that never actually charges. I've tried using different cables, I've tried using different USB wall plugs, I've tried using different outlets. Nothing works. All that ever happens is the same cycle of LED on, vibrate, screen on for about 3 seconds, LED off, screen off, LED on, vibrate, etc... and no charging.
