Does my huawei union y538 need Sim card to get past Google verification

My huawei union was factory reset and does not have Sim card it won't let me past Google verification

Did you setup two factor authentication?
Assume you have another device.
Does it have your phone number?

What happens when you try?
Google will create a set of codes to use for one time use on a verified account.
Can use when one of the methods for 2FA is unavailable - email or phone to text.
