i used hasee x50 ts mobile but when i installed an app and turn off data after some times when i open the same app it will turn on data and wifi automatically

What app did you install? Did you check the permissions for that app? I'm not familiar with your device but if you're running lollipop marshmallow or nouget you should have the ability to turn on or off individual permissions for apps. Meaning if your latest install has permission to enable Wi-Fi or data you can take that permission away.

sir my android runs on lollipop version and i view the app permission for whats app and i deny to allow the network but again same problem occur

Welcome to Android Central! Are you sure that your 3G/4G mobile data is turning on, or is it just wi-fi? Go to Settings>Wi-fi, tap Menu>Advanced, and make sure Wi-fi Scanning isn't turned on. This can be in different menu locations depending on the phone and Android version, so if you don't see it there, try in Settings>Location.
