My Bluetooth suddenly doesn't work, and it shows as disconnected. How can I fix this?

I recently downloaded an optimization app, which I have since removed thinking the app was a little too ambitious. After restarting it is still disabled. Ideas?

Welcome to Android Central! Which phone? When you go to Settings>Bluetooth and toggle the switch on, does the switch move?
