I want to develop an android dictionary app in my local language but how?

My name is Abbas I'm just a beginner in programming.I am a cultural boy so i want to develop an android dictionary from English to my local language similar to Urdu.My question is from where should i start my first step. Although i know nothing regarding developing an android app. Although I'm new to programming and want to learn necessary steps to build my own local dictionary to help tourists and foreigners .what are the necessary softwares i should download how to make word list by writing it. however, I have build a dictionary in hard form i just want to convert it into a search able dictionary app
