Bluetooth says disconnected, but is not.

I have a droid turbo that is paired to my Garmin Vivosmart HR however when I try to monitor my activities through the Garmin Connect Mobile app, it won't track because it appears the BT is off on the phone. I know it's partially working as the Vivosmart HR indicates when I have a message, etc.

Bluetooth is a one-device-to-one-device connection - you can't connect two devices at once. Disconnect the Vivosmart and the Garmin should be able to connect.
