How to transfer saved files to a Windows PC via USB as notification panel on screen is blank?

Hi... I have a Motog 3 Marshmallow. I need to transfer files to desktop via USB but the notification panel does not appear after memory storage warning was passed and I didn't transfer during that stage. :/
Now, how do I transfer before selecting 'Factory reset' as I do not want to lose data. When the phone is connected to USB, charging takes place by default
How to select MTP as I'm unable to locate it because the notification panel is BLANK.
Could you please guide me what to do.

It sounds as if there's something wrong with the phone - and you won't be able to transfer files that way. Try WiFi File Transfer in the phone and any web browser in the PC.
