I bought a used phone, and upon startup it says, "This device was reset. To continue, sign in with a Google account that was previously synced on this device."

Am I locked out forever? Can I reset this phone some other way?

The used phone is an HTC 10.

Welcome to Android Central! That's Google's Factory Reset Protection. You'd have to get the Google account and password from the previous owner. Sorry, but the phone will be useless to you.
