Why does the verification not work

[AC Question]

My father put a patter lock and a password on his phone which of course, he forgot. After a week I had to do a factory reset. Phone is an alcatel one touch pixi 4. I select language, log onto wifi and enter gmail account. He does not remember the the password and I log on laptop and try to recover via 2 step verification. I get the text sent to the phone, it accepts the code then gives this message - his device was reset. To continue sign in with the google account that was previously synced on this device. BUT I can't sign in!!! Help please
