I'm building a website and I noticed it works just fine on all my computers but when I try to view it on my Android phone (connected through mobile data plan) I get "this site cannot be displayed. Took too long to respond". What's that about ? What might help ?

Your computers, connected through your router, can see your network's computers, so an address like 192.168.1.3 can be connected to. but it can't be connected to from outside, which is where your phone is coming from.

Try a ddns like Free Dynamic DNS - Managed DNS - Managed Email - Domain Registration - No-IP to make the site addressable from the outside world (or just turn off mobile data and turn on wifi on your phone).
