Why can't I make/receive calls? (Data and SMS work)

[AC Question]

Help. I can't make or receive calls on my Alcatel Idol 3. I can, however, send and receive texts and also use LTE.

When I go into Call Settings, I get a 'Call settings error; Network or SIM card error."

I don't think it's either, as I tested it on another phone and everything worked fine.
