I have an out-of-box Samsung S5 phone and the touchscreen has suddenly stopped working. I am trying to factory reset it as a fix but when I go through the button sequence I don't get the reset page, I get a custom os warning page that gives me two options: volume up to download custom os and volume down to cancel and reboot. No factory reset option. Any ideas?

Those options are for Download Mode (Power button - Home button - Volume Down button), you need to boot up into Recovery Mode (Power button - Home button - Volume Up button). The Factory Reset option is in your phone's Recovery.
Don't forget a Factory Reset will wipe the /data partition, the place where all your personal data is stored. Make sure all your data is safely backed up and then be sure to confirm your text message backup, photo library, music library, etc. are all safe.
