    It had a blue light that stayed on for awhile and now that light is off. It will not turn on at all. She is afraid it is ruined.

    That's not a good sign. Just for future reference (hopefully this never does happen) the first thing to do is power the phone off. The S6 Active doesn't have a user-removable battery so hold the Power button down until the phone shuts itself off. When the phone is running it just don't tolerate water inside at all, so the sooner there's no power the better (and really all it takes is a fraction of a second to short out vital components so there might be irreparable damage anyway). Also, it was a mistake to try to turn it on later without trying to dry it out first.
    At this point get a bag of uncooked rice, put the phone in the bag with it, and let set for a few days. (and seal the bag, you want the rice to absorb the moisture out of the phone, not the humidity in the room.) I've also read reports that state that in this kind of situation uncooked couscous does a better job at absorbing moisture than rice. There are also commercial products using silica gel specifically designed for this, available at a lot of computer stores and through online retailers like Amazon.
    Without knowing just how much water actually got into the phone it's hard to say anything about what's going on. Leave it to dry it out for several days (and resist any urge to try to power it back on too soon), tolerances inside our phones are very minimal and with no open space inside water can work its way into countless little places just through capillary action. Also, since smartphones also have virtually no internal ventilation the process of open air evaporation just isn't an option. Don't rush that drying out process.
