I bought a Samsung Galaxy S7 edge from someone not knowing there was a balance. Verizon says I have to pay the balance to activate it and if I get it unlocked I still can't use it. How true is this because I was told that this model had an unlocked sim.

It does have an unlocked SIM, but if you want to use it on any carrier in the US it will most likely be flagged as stolen, thus restricting its use on any network. Again, this is only if Verizon really blacklisted the phone's IMEI.
