why does my phone stay on a blue screen that says welcome english and then emergancy call only

i cant use my phone cus it wont leave this blue screen i cant do anything els i have done thye factory reaset on it and reeboot it and cant get it to do anything els

Welcome to Android Central! Which phone? It sounds like it's going through the initial Setup Wizard. You're unable to continue after selecting your language?

Sounds like a soft brick or a fail in the phone startup bringing it a firmware thats is nowhere to be found when it needs that specific file in order to update to the next page or set of pages to move on and finish the setup wizard. More that likey its a file in tje lost. Dir. File u have or efs file
