There is a + icon on my notification bar.. what does that mean?

There is a circle inside of which is a plus sign.. half part of the circle is white (seems like the circle shows how much of something is used up)

Sometimes that means your notification bar is full and its telling you that there are more notifications than it can show

I never said that. In this case I do believe the answer was different, but your answer could be valid in other situations as there is an icon that appears with a + in it if there are too many notifications to show in the available space on the notification bar. Answer all you want, if you're right we're happy to let you know.

The excess notification idea was the same one I first thought of. This is an excellent situation where a screenshot is immensely helpful.

I felt badly that I gave a wrong answer, I don't have Nougat yet so I wasn't aware of this. Thanks for being gracious.

Don't sweat that part. We all give an incorrect answer every now and then; even those of us who have been around a while.

Welcome to the forums. Do you have a data saver enabled?

That is definitely the data saver icon. I'd also suggest charging the battery sooner, frequently running the battery that low does more harm than good.

This is a data saver icon. My one came on when I accidentally turned it on.

Go to settings- search for data saver - and turn it off
