On the old land line system in the USA, you could dial 4 or 7 or all 10 of the digits. Any missing group was assumed to be the same as your prefix or area code.
I am pretty sure that the cellular system does not work that way; it uses all 10 digits. Put your contacts in the Contacts list and never care about the actual digits again.
