Why can't I connect my phone to my PC?

Can't connect Phone to PC (strange behavior)

Hello,

Here is the situation
I have laptop with windows 10 Pro x64 and Lenovo Vibe Shot

Symptoms
PC don't detect my phone at all while connected through USB cable. Charging works ok. Device is not visible in device manager.

What have I tried
- Installed Universal ADB drivers (just for sure)
- Different cables
- Removed SD card from phone
- Different PC with Windows 7 x64 !!
- Tested on USB 3 and USB 2 too

What is strange
- it worked on my laptop (same laptop) with Windows 8.1

Same issue with my PC at home. Same set up pretty much.

When I plug the phone into my work PC (Windows 7) , I get the usual pop up showing my phone is connected and I can access it to see all files.

Your USB drivers are outdated ...they are for Windows Vista, 7, up to 8.1

My home PC is Windows 10.
