Google forced an update to Chrome on Android devices with auto-update turned off?

This is the second time I posted this question and I'm hoping to get more information from the community. I may of messed up and put the initial post in the Moto E forum, but this is not device related.

If someone is moving the thread it doesn't belong in a device specific sub forum.

I noticed on my Sprint Moto E, Cricket LG G Flex 2, and Nexus 7 (2013) the Chrome browser updated on it's own. I have all devices set to not update automatically. The Moto E is registered to a RingPlus account and it used my data. Did anyone notice this on their Android devices?

This is like Apple forcing the U2 album on iOS devices.
How did this not cause more of an uproar?
