Is it true that the

stock android application can access all system files and permissions (including /data) without roots?
if correct, I intend to reverse systems applications and merge with my app without overwriting the original signing keys. Does the system will impact the application has been changed?

good question, I never tried that but I THINK that no one can install an app as system app directly without ADB.
but if you managed to replace it the system can't identify the new structure.
