External battery keeps turning off

I bought an external battery for my Bionic, but I have found that the battery keeps turning itself off. Sometimes it is as soon as it is connected, sometimes it is good for a few minutes.

I have tried multiple USB cords, both Moto and non-Moto. I have also tried it on multiple devices, both phones and tablets, but cannot duplicate the problem.

Has anyone else tried an external battery? If so, does it work for you or are you having similar problems?

I use my phone as a golf gps and this is the best option for extra power. It works on everything but my phone, and it isn't the cable.
