Can someone break the following procedure down for me in simple terms?

I have no experience with ADB or even the concept of ADB, but it appears this procedure is fixing people's phones with the same issue. My phone just randomly rebooted today and is now in a perpetual boot loop on the animation. I can get into recovery..I'm running CWM Version 4.0.0.8. I have so far installed the Android SDK software in a directory titled C:\ADB. Where should the adb.exe file be, and where should I put the 6 parted files? Then what? What do I need to do on my phone and what do I need to do on my computer? Do I need adb drivers? I've got the Samsung drivers. Like I said I have no idea how to make sense of the directions in that thread above. I'd really appreciate it if someone could help me out.

Ok so I made it pretty far in this process just by trial and error in adb. I did all of the following in adb:

# cd sbin
cd sbin
# chmod 0755 e2fsck
chmod 0755 e2fsck
# chmod 0755 resize2fs
chmod 0755 resize2fs
# chmod 0755 mke2fs
chmod 0755 mke2fs
# chmod 0755 parted
chmod 0755 parted
# chmod 0755 sdparted
chmod 0755 sdparted
# chmod 0755 tune2fs
chmod 0755 tune2fs
# parted /dev/block/mmcblk0 mkfs ext2

When I do that last line of code I get an unrecognised label error. So I'm still stuck.

What is the point of all of this? Are you trying to install a rom or recovery?
