Just curious if anyone knows or if there's any precedent as to whether new stock of the Maxx HD will come with JB or continue to ship with ICS.

It is going to depend on what stock you get. New stock being manufactured with the last week or so will more than likely contain JB. A phone that's been sitting in the store for a few weeks will not. Doesn't really matter, you'll be prompted to update when you boot up.
