Are there any effects of disabling this app?

Google Play Services is a system app, and you can't disable it. You have an Android device and it's part of the integration of Google apps and their services running on your phone. It would be basically like shutting down core services and suddenly basic functionality will be off. Your Google account may stop syncing, calendar, and various apps that need your account info to run.

I guess someone did disable it, without saying how and:

Again it's a core function, part of the engine.
