    Does the update fix the lag? Also, how improved is the picture quality from the camera? I'm hopeful the update addresses these shortcomings of the phone.

    My wife hasn't received one either.

    I know quadrant doesn't really matter much but, mine went from around 4600 to around 5400 with the update. Haven't noticed any horrible lag either.

    Pre OTA? you mean ICS?? If I read this correctly yeah it means that this new update requires the original December jelly bean update already installed on your phone.

    Still nothing here in Phoenix. I swear, I havent gotten an OTA update since ics on my original razr, everything else is/has been after you can manually pull the update. I swear vzw does not like me...

    Do you guys think this update would merit a factory reset? I know it's normally good practice to do a wipe after an OTA. But I'm not sure if it's only for major OS updates or all updates.

    There's no requirement to do a factory reset, big or small. Your phone will just run better, unless you're a light user with few apps installed for instance.
