Androids are not point and shoot. They are more complicated and as such you can easily set something wrong by 'playing with your settings or giving permissions to an application to modify your settings. Start by checking 'Accessibility ' in your settings. There's a thing called voice read outs. It's for handicapped persons mostly. Make sure it is not on. If it is, you or some app turned it on.:-) And always check all the permissions listed for any app you download.
