I just bought a RAZR from Costco as a gift for my wife and I won't be giving it to her until x-mas so it is not activated yet. They gave me a SIM card and told me to call Verizon when I am ready to set it up and insert the card at that time.

I wanted to see what the MAC address is so I can set it up on my home network ahead of time so I tried to start the phone to look it up. It would not power on when I hold the power button down, no sign of life at all. I plugged in a micro USB charger from my Thunderbolt to see if it needed charging.....again no sign of life.

Does the SIM card need to be inserted to just turn on the phone?

No it doesn't. Just let it charge with the charger that came with it.
