3g/4g data issue across board

hi, is this 3g/4g data connection issue across the board with all of these 4g devices?
a friend of mine who is actually a wireless engineer that works for ATT mentioned that until 4G issues get ironed out, many people that live on the border of 4g/3g coverage may experience this..

I recently purchased the razor and wasnt sure if it was just a motorola thing. My Droid charge never did any of this..

if it is in fact a motorola issue, contrary to what he said, this latest update didnt fix it..

does the nexus have the same issue?

I live where I should have a good 4g connection, but unfortunately I rarely get 4g signal pretty everywhere I go, it is kind of old light bulb flicking all the time. I called Verizon last week and was told that they would investigate. I am not sure, but it could be a phone or it could be a Verizon's 4g map is not accurate.
