I was able to download the Smart Actions application from the Market, but apparently there are other services/applications required to support it. Wondering if anyone would like to help a Thunderbolt user out: I've been disappointed with Llama, looks like Locale nickel-and-dimes you for every little feature, and Tasker looks too complicated. Smart Actions looks like it may be the right balance, but I don't want to stand around in a Verizon store all day to get a feel for whether or not it's worth switching to a Moto for this feature.
If someone is willing to dig around in their RAZR and post the supporting files, I'm willing to give it a whack and see if they'll work (rooted, currently running BAMF 1.11, but willing to switch ROMs if that's what it takes).
