It seems completely random because it likely is as this point. Based on who's sounding off in these forums and where they're from, Moto is probably pushing the updates based on device serial number.
Bottom line, Moto's (or VZW's) servers can only handle so much push at once. Just be patient. From what others are saying, it's worth the wait. - 06-29-2012, 06:20 PM #3

The real reason may just be they never planned to release it the way you assumed they were going to release it.
