Default Is it possible to download apps with only wi-fi?

I don't have a data plan. I only have access to wi-fi. I've read on other sites that it is possible to download apps, and updates with just wi-fi, but why can't I?
I've tried downloading free apps, and updating my old apps, but it just keeps giving me error, and saying it was unsuccessful. Help please?
    I have an HTC Wildfire.

There is no reason why you should not be able to. Do you have a valid google play/gmail account?

I will double check that. How do I even sign up on the Google Play Store? Cause it hasn't asked me that recently.
    And is it free?

Okay now I am really confused, because I already had signed up with a gmail account when I got my phone. I'm signed into it even, but it still won't download anything.
Is there some sort of setting that is maybe restricting me from downloading?

There are lots of wifi only Android devices and even a deactivated phone should work over wifi for everything except calls and texts.

I'd try wiping the cache and data from the play store app. Go to: Settings -> Applications -> All -> Google Play Store -> Clear cache and Clear data. After you do that open the Play Store (you may have to sign in) and try again.

Half the time I download an app im at home using just wi-fi. You shouldn't have any problem doing so either.
