Why do apps like Screencast require Root access in order to record/capture screen images?

Probably because normally you do not have the permission to capture the contents of screen. If you think about it, it would be a security issue if it was possible. Because an app could easily watch you and find out what you do and what you type (your passwords, etc). But with root access, this limit is lifted.
