So, with ICS on my LG Escape it seems that I had to turn my "quiet time" setting off and then on again, before the phone actually recognized that the clock time had changed. Is that a normal sort of issue on android phones, or have I found a bug?

Some phones have had issues changing the time automatically, particularly if the phone was idle at the time of the change.

Even if it was a known issue, it would still be a bug, lol. You could report it to your carrier/manufacturer in hopes that it'd be fixed in the next build.
