WTF Android Gallery and google sync?

I can't understand this for the life of me, why does google not support this crap. I have android running on my tp and I have google photo sync turned OFF. But when I open my gallery app and click refresh so that I can refresh my local folders, my friggin picasa folders come back everytime. Then I have to go to the app manager and clear data for the gallery to get them to disapear again. Wtf is wrong with this thing?

Look under Settings/Accounts and see if there is a Picasa or Gallery account, and either set it not to sync or delete it.
