Help please! phone has been attacked by trojan/virus

so my boyfriend clicked on a link in a spam email earlier and now it's doing all sorts of things like blocking him from ebay, paypal, his email account, his apps are blocked, the phone randomly shuts down!

it's blocked him from doing a factory reset as well. what can he do??

Boot into recovery mode and wipe data/factory reset from there
