Phone won't turn on but orange light blinking

My phone has been been on the charger but it won't charge , theres an orange blinking light though the pulsates , no matter how long I leave my phone on the charge it won't turn on what do I do?

What kind of phone? It's pretty hard to suggest anything without knowing that.

Try removing the battery for a few minutes and putting it back in, then restarting the phone.
