Android Support Nonexistent?

I tried to find it. REAL support i mean, a form that i can fill in and pose a question, a complaint, and have it answered. Not answers to FAQ'S and more answers to FAQ'S.
Am I doing something wrong or can't Google be bothered listening to criticism, complaints, questions, while trying to make more money and finding new ways to evade taxes?
I mean they must be trying to pick things up from the community somewhere. Here? Are people from Google perhaps actually checking out these fora?
Well I hope so, because i;ve got some more questions and complaints.

If it's with an app, you respond to the specific app developers. If it's with the device you respond via the manufacturer. Generally the developer community answers questions on software.

Well I thoughti postrd an answer yesterday, but smth went wrong apparently.
When I clicked nothing's link and clicked a few more times I actually found a page with a call back button. But only if I changed my preferred language to English instead of my usual Dutch. And it worked, someone called me back, answered some questions.
The main issue was about rating and commenting. Can't do it without having a google+ account, and I don't have one, don't want to be forced into one. The issue was not solved, maybe they will change it, maybe not. Guy said google people do listen though. Who knows.

Your Google + account is your Google account that you log into the Play Store with.

Here is the pop up screen from where they will call you back, but ONLY IF YOU HAVE YOUR LANGUAGE SET TO ENGLISH( I did UK English). You can change that from the bottom of the non-popup page.

I hope this may help more people who experience problems with play store. Perhaps I should make a new thread of this link.
