Need a proper lockdown of Google play - Please read I have specific wants.

Okay I have the following situation.

I have a son who is 11 and has 2 android devices one gift and one hand me down. He also has Google store play gift certificates redeemed on his account.
I have a daughter who is 7 and she has one hand me down android device.

I tried setting Google play to require a password but I noticed "free" labeled items were still allowed to be downloaded. I want to monitor what my kids put on their devices so this was not an option as some of the goriest items are labeled as free. Right now I am using a parental control device that Blocks Google play altogether. The problem is I then have to go on the web to unlock their device just to allow them to browse the store to see if there is something they want and then I have to relock the device down.

What I REALLY would like is a program that lets them browse the store at their leisure but disallow ANY download without a password free or paid. Basically is there any program that allows for non full app blocking but does block any attempted download from the store without a password.

Best solution that I'm aware of is to set the content filtering. From the Play Store app, go to Menu > Settings > Content Filtering. This will allow you to set the maturity level of apps displayed. Set it to low maturity, and theoretically (I haven't tested it myself) those apps you're concerned with won't even appear for them to view and/or download.

I tired exactly that. On my S2 I had filtered content, my S3 had every app allowed. My S2 count filtered a sniper game, and a casino game by app count number 15. I think this is what the OP needs to do. A PIN also has to be set up on a device when filtering is set.

Thanks guys but both the filter and the pin does not stop free program downloading. What I want is simply to lock Google Play store to only browse utill a parent unlocks a selected programt to be installed. There are a TON of app lockers but I want to let the children browse and ONLY install even free programs wth somekind of password. Anything like this around? Maybe even a wishlist app that lets you browse and not install and have their browsed apps listed?

Why not tell them "I trust you to make good decisions, but I'm going to be watching what gets downloaded. If you make a mistake and install something bad unintentionally, just tell me and I'll understand. Here's some guidelines I'd like you to follow....."

Promotes open dialogue, teaches responsibility, and doesn't need constant managing on your part

Been down that road with my son on his PC and it does not work. He has it taken away more than he uses it. So the trust is alreaddy broken trust wise. My dauf\ghter isn't into the computer but I hate locking down the program completely to her when she as done nothing wrong.

Why not tell them "I trust you to make good decisions, but I'm going to be watching what gets downloaded. If you make a mistake and install something bad unintentionally, just tell me and I'll understand. Here's some guidelines I'd like you to follow....."

Unfortunately all 3 oftose do lockdown the playstre which isn't what I am wanting I want them to brwose then select then llow us as parets to decde if it installs or not.
