As you may have heard Android Device Manager has rolled out to 2.2 and above. To activate it, go to settings and then tap Device Administrators. There should be an option to activate Android Device Manager.
To track it and wipe the data follow the directions: Go to http://play.google.com log in and then click the settings gear under your account info. There should be an option for Android Device Manager.
Be sure to read this too.
Android Device Manager rolling out

It's slowly rolling out and it's not available to everyone just yet. I do have both components, for instance (Galaxy S4), but my friend (Galaxy S3) only has the Device Manager in the settings but no access to the web portion (making it quite useless), and co-worker with a Note 2 still doesn't have the Device Manager available in the settings.

Here is the link if it isn't under the settings on Google Play. This is to access the web portion. Show your friend this and see if it works for them.

It doesn't. Again, it's not active for all users JUST YET. It will be, but just like OTAs, it's a gradual rollout.

Hi,

I am trying to play with this and immediately found a problem. I use the basic Google Apps functionality to host my domain and email and it appears that this is not supported with ADM. Apps is, but they seem to position it as a paying feature only for business and educational accounts. Is anyone else seeing this? This seems to be a scenario where I am penalized for using the service because I think that ADM works with GMail accounts and paid G Apps. Am I missing something?

This also makes me wonder whether I could get the functionality by adding my gmail account to the device and trying to use that account to activate the feature. Am I missing something here?

Thank you!
