Many apps have notification settings in their own app settings. Open the app in question, press the menu button, and explore the Settings.

Wasn't general notifications allowed to be disabled in 4.0?

It was there for Honeycomb, so it should've been there for ICS as well. But we don't know what version the OP is sporting.

Open Lookout, tap menu, then Settings, then scroll all the way to the bottom and uncheck "Sticky notification." That will get the status icon off from the notification bar.
