Questions about Google Accounts on Google Play

Can I have two separate google play accounts for two different devices & keep one gmail account for both devices?

Do you mean that you want one Google account that appears differently on two or more devices or you want three accounts, one of which is shared?

A single Google account can be used across multiple devices and each device can have multiple Google accounts logged in to it. Each account logged into a device has full access to the account.

No I have a mobile phone with google apps & a tablet with google apps. I want to use the same gmail account on both devices. But keep the apps separate because my tablet cam download more apps as it has a bigger memory!

Then that shouldn't a problem, except where certain apps synchronise to be identical on both devices.
