Does anyone sell a Android Mini (PC) like the Mac Mini?

Mac Mini use x86 Intel architecture. Android use ARM architecture (except a few Intel Android device). So they are quite different things. The Mac Mini is a full desktop device. It depends on what you're trying to achieve.

Closest thing to a MacMini is probably a ChromeOS labtop/netbook.

You can run Android in a VM on a Windows or Linux box. You could probably even rewrite it (it's open source) to run natively on an x86 box. But it wouldn't be any better than a decent tab.

I think you should check out PCDuino. It is basically a laptop motherboard with arduino interface for connecting to any micro-controller and can run android x86 although there is a custom compiled version of android but since it comes with an HDMI output just like the apple tv and you can hook up any USB or Arduino compatible device. the PCDuino even comes with wifi and micro SD card slot.
