Cannot access notification bar

I cannot access my notification bar anymore...cannot swipe down to open it. Also, it has the time and day showing on the left side of the bar which wasn't there before. Important to note, is only showing the top half of the bar. Help?

Welcome to Android Central! What phone are you using? Have you installed any other apps that might modify the notification bar, like a 3rd party launcher app (e.g., Nova Launcher)?

Does the problem persist after restarting the phone?

I tried restarting, yet again (5th time while sitting here trying to figure something else out), and this time it worked. Will post back if it stops working again. Thanks.
