So, Galaxy S4, Verizon, Android 4.2.2,

New kind of spam that shows up right on home screen or on top of running app. (see picture below)

Lookout didn't find anything. Airpush_Detector didn't find anything.

How do I find out on what app it piggybacked into my phone / how do I get rid of it? And why does Google allow these apps in the Marketplace anyway...

You could always report it to Google for spam/advertising concerns. Maybe you will get lucky and they will review it and find it unacceptable.
 
Welcome to Android Central! If none of your malware or adware scans are revealing anything, you should consider uninstalling your most recently installed apps one by one and see when the ads stop. You can also check reviews of those apps on Google Play to see if anyone else has mentioned annoying ads.

This kind of thing is an unfortunate byproduct of the Play Store being more open than the iOS Appstore.
