Can't turn on Wifi!

I have a Samsung galaxy discover phone and my wifi wont turn on! it is blurred out and when I click on it it just says "Turning on wifi..." I have been trying many things including a factory reset but it still wont work.

Welcome to Android Central! How long have you had the phone? Had it been functioning normally before this? Did you get it brand new or used? Does this happen with all wifi networks, or only with certain networks? Do you recall any recent drops or other trauma to the phone? It's always possible there has been some internal damage, or perhaps a loose connection.
