EMERGENCY PLEASE HELP Failed attempt at rooting verizon samsung galaxy S4, can no longer use wifi

Today my friend attempted to install a new ROM on my phone after rooting, but for some reason Verizon didn't allow that and that attempt was a failure. We backed up the data beforehand, restored the phone, and synced it.

Everything seemed fine but now i cannot use wifi. I cannot enable wifi no matter that i try. Everytime i try to turn it on, the phone gives me two warnings:

Security information
Unauthorized actions have been detected, restart your phone to undo any unauthorized changes

Security information
Your phone's security has blocked an action that is not permitted. No further action is required

why is this? whywhywhyw
What can i do, please help
