I'm almost certain this would require you to be rooted and go in and delete the startup sound file.

I use an app called "Android Assistant", it's a suite of functions and one of them is a startup manager that allows for silent startup and shutdown. I don't have to be rooted for that function on my Bionic.

So I had the same question wanting to turn that very LOUD start up tune. Saw the answer about the Android Assistant. But which of the start up choices do you pick to get a silent start up?

I'm baaaccckkk! I followed the instructions, chose silent startup option but that annoying, very loud start up music still happens. What am I doing wrong?

Hard for me to guess since I'm not familiar with that particular phone. It may have something to do with the OS not letting Android Assistant access the volume control. You may want to try emailing the developer.
